One provider may advertise €3 per user, another €20, while another only provides a quotation. But those prices may include very different things: a phone number, unlimited calls, domestic minutes, AI features, support, or simply access to the PBX platform.

Voxbi Plus AI costs €3.10 per user/month excluding VAT. It includes everything in Voxbi Plus plus unlimited AI transcription and summaries, Voxbi Insights, analytics, Odoo integration, Microsoft 365 integration, API access, BYOC, international-number support, and inbound/outbound number portability.
Paid Voxbi One plans include no phone number. Voxbi states that numbers start at €1.60 each, but its pricing FAQ does not currently publish a specific Luxembourg +352 rate. Calls are billed per minute.

Visual Online publishes several Cloud PBX tiers. Standard Plus Voice starts at €11/month and adds ACD, CRM integration and an operator console. Its public page also advertises mobile applications, auto-attendant, analytics and international calling, but does not provide enough detailed PSTN pricing to normalize the entire telephone bill against every other provider.

Its current reference tariff states Cloudya Business Premium at €9.90/user/month, €35 one-time activation per seat, fixed calls at €0.009/min, mobile at €0.099/min, fixed + mobile flat rate at €8.90/month, and 10 local numbers at €19 one-time.
This is a reference-market tariff, not a confirmed Luxembourg commercial offer.
Microsoft Teams Phone with Domestic Calling: Country Zone 2 costs €19.10/user/month, paid yearly, excluding VAT. The plan includes Teams Phone Standard, a Microsoft telephone number and 1,200 outbound domestic minutes/user/month. A separate qualifying Microsoft Teams licence is required.
Ringover SMART starts at €21/user/month with a 12-month commitment. It includes a fixed number in eligible countries, unlimited calls to eligible destinations under plan conditions, IVR, call routing, recordings, and AI transcription/summaries.
CloudTalk Essential costs €29/user/month billed annually. A Luxembourg virtual number starts at $6/month. CloudTalk supports domestic calling allowances in eligible EU markets, while international and excess calls follow the applicable tariff and fair-use rules.

Tango advertises Fix4Bizz as a comprehensive cloud telephone exchange for €9.90/month. However, its public page does not provide enough detail to determine whether €9.90 should be multiplied by each user or how all PSTN and calling costs work across 3, 5, 10 and 20 users.
Orange Luxembourg's Virtual PBX includes retention of existing telephone numbers, a tailor-made number of extensions, free national fixed calls, and 120 minutes per extension to fixed destinations in Europe. The missing component is the public recurring PBX price.

Voxbi Plus AI has the lowest published fixed recurring subscription in our 20-user comparison. At twenty seats, public list prices should be treated as procurement benchmarks rather than guaranteed final contract prices because volume discounts, onboarding and negotiated service levels become more relevant.

The business pays PBX Subscription + Business Number + actual minutes used. This can favour teams with many incoming calls or modest outbound usage.
The licence includes a fixed allowance. Microsoft Teams Phone Domestic, for example, includes 1,200 domestic min/user/month.
The licence includes broad calling under provider conditions. Ringover SMART is an example of this model.
There is therefore no contradiction between Voxbi winning on fixed recurring cost and another provider potentially producing the lower final invoice for a heavy-calling business.
Several important Luxembourg providers cannot be assigned a numerical ranking because the necessary pricing is not publicly disclosed. This includes POST Luxembourg, Orange Luxembourg, Proximus NXT and cegecom.
A lack of public pricing does not mean a provider is expensive. It means the price cannot be independently reproduced from public information.

Public pricing ranges from a few euros per user for self-service Cloud PBX platforms to €20–€30+ per user for packages that bundle numbers, calls, integrations or broader support. Several Luxembourg operators provide pricing only by quotation.

3CX uses a materially different licensing and carrier model. PSTN connectivity and numbers are normally supplied separately, so converting it into an artificial per-user price would make the comparison less transparent.
