On-call response routing is built for exactly that risk: instead of calling one person once and stopping, Voxbi works through a list of on-call staff in sequence, moving to the next person if the previous one does not answer, until someone picks up and acknowledges the alert.
This pattern is common in IT operations, facilities management, healthcare, and any environment where certain situations require a human response within minutes.
